Ms. Randy Tsai is a senior counsel with Tsar & Tsai Law Firm and is a Maryland-licensed attorney. Randy specializes in corporate finance, cross-border transactions, mergers and acquisitions, securities law, insurance law, labor law and international arbitration. Randy has over 12 years of experience representing multi-national companies in complex domestic and international transactions and business disputes.

Randy’s prior work includes representing foreign investors to acquire local banks and insurance companies, representing listed companies in Taiwan to form joint venture with foreign companies and representing local companies to acquire business of foreign listed companies. Randy also advised many listed companies on their offering of ADR, TDR, ECB and other securities onshore and offshore and represented the client to negotiate syndicated loans with financial institutions.

Randy has also assisted international private equity funds to structure their cooperation with or investment in Taiwanese companies and advised foreign mutual funds on their offering and distribution in Taiwan.

In addition to her transaction and securities works, Randy is also an experienced counsel for international business dispute resolution and has represented various companies to defend or pursue their rights in international arbitration or litigation.

Randy is an active member of the American Chamber of Commerce in Taipei. As an insurance law expert, Randy has been advising the Chamber’s Insurance Committee on Taiwan’s insurance legislations.
