Dr. Richard Chuang is a California-licensed attorney and is a Counsellor with Tsar & Tsai Law Firm.  Dr. Chuang has more than twenty years of experience in corporate and securities law with an emphasis on representing both Taiwan and foreign clients in cross-border transactions such as mergers and acquisitions, joint ventures, securities offerings, syndicated loans, venture capital financings and other complex transactions.

Dr. Chuang is one of the pioneers of Taiwan’s international securities practice, representing international underwriters with respect to GDR (Global Depositary Receipt), ADR (American Depositary Receipt) and ECB (Exchangeable Corporate Bond) offerings by Taiwan companies.

Dr. Chuang is also a former member of the Committee for Screening Applications for Listing of the Taiwan Stock Exchange and the Committee for Screening Applications for Listing of the National Association of Securities Companies (now the Gre-Tai Securities Trading Center). He is also a former advisor to Taiwan’s Securities and Futures Commission and the National Association of Securities Companies.  Dr. Chuang also served as a member of the task force to draft the amendment to Taiwan’s Securities and Exchange Law in 1989.

Dr. Chuang is a frequent speaker for many organizations, including the Securities and Futures Institute, a non-profit organization sponsored by Taiwan’s Securities and Futures Bureau, covering topics related to corporate and securities law as well as corporate governance in Taiwan.

Dr. Chuang is also an expert on finance and accounting.  During the Saturdays, Dr. Chuang teaches at both the Law School and the Graduate School of Accounting of Soochow University in Taiwan on an interdisciplinary course covering accounting and the law.
