Dr. Paul Tsai is the founding partner of Tsar & Tsai Law Firm.  Dr. Tsai founded Tsar & Tsai Law Firm with his father, Mr. Ruchin Tsar, in 1965 as the oldest partnership law firm in Taiwan offering high quality legal services to foreign and domestic clients on cross border transactions.  Dr. Tsai specializes in a wide range of legal matters, including corporate law, mergers & acquisition, strategic alliance, cross border transaction, dispute resolutions and recently branched into estate planning and tax.

Prior to founding Tsar & Tsai Law Firm, Dr. Tsai served in the government for eight years in charge of devising policies and regulations to promote Taiwan’s economic development during the 1950s and 1960s.  Dr. Tsai has served as the General Counsel of Foreign Exchange & Trade Commission (a cabinet organ) and Executive Secretary of its Administrative Appeal Committee from 1958 to 1963, a member of the Public Enterprise Commission of the Ministry of Economic Affairs from 1961 to 1963, the Director of Law Revision Planning Group and the General Counsel of the Council for United States Aid (a cabinet organ) from 1960 to 1963, and the Republic of China Counsellor of the Council for International Economic Cooperation and Development (a cabinet organ) from 1963 to 1965.  

During his tenure as a civil servant, Dr. Tsai was responsible for drafting Taiwan’s Statute for the Encouragement of Investment of 1960 and Chattel Secured Transactions Act of 1965.  In recognition of his outstanding civil services, Dr. Tsai received the President’s Award for Outstanding Performance in Government Services in 1963.

Dr. Tsai brought to his private practice familiarity with the Taiwan’s investment environment and experience in dealing with government agencies and had assisted many foreign companies in their market entry into Taiwan, from investment planning to operations, and dealings and negotiations with government agencies for government projects and disputes.

After leaving government services, Dr. Tsai continued to serve as an advisor to the Ministry of Economic Affairs from 1965 to 1967 and is a member of Panels of Arbitrators, International Center for Settlement of Investment Disputes under the International Bank for Reconstruction and Development from 1966 to 1980.

Dr. Tsai also taught at China Cultural Institute as a research professor in 1964 and the Soochow University Law School as an associate professor from 1957 to 1959 and from 1961 to 1963.
